Not all FAR/DFARS flowdowns are created equal. Some clauses impose substantial compliance obligations or significantly redistribute risk between the parties. To complicate matters, many traditional, large contractors internally implement their own compliance policies in response to these clauses in a conservative manner that results in their flowing down subcontract requirements that are even more stringent than the regulations.
