Elmer B. Staats Contracting Professional Excellence Award Awarded by Procurement Roundtable

The Elmer B. Staats award is awarded by the Procurement Roundtable (PRT). The Directors of the Procurement Round Table believe that Elmer Staats' dedication to public service excellence demonstrated over a career spanning more than 70 years should serve as a beacon to both civil servant and military acquisition professionals as well as to all of those committed to government economy, efficiency and effectiveness. The annual award given by the PRT is named in honor of Elmer Staats and bestowed to an outstanding Acquisition Professional in the Federal Government.

Danielle Grunwald - 2024 Winner
Fellow, CPCM, CFCM, Procurement Analyst
General Services Administration (GSA)

Danielle Grunwald is a Procurement Analyst with the General Services Administration Office of Assisted Acquisition Services (AAS). She provides acquisition support and serves in an advisory capacity to the AAS Innovation Contracting Executive. Ms. Grunwald has 15 years of experience in government contracting and has volunteered in various roles for NCMA.

She holds a Master of Business Administration in Finance from Lindenwood University and a Master of Arts in Procurement and Acquisitions Management from Webster University. Ms. Grunwald is a graduate of the NCMA Contract Management Leadership Development Program and a previous recipient of NCMA’s Advancing Professionals Award.

Eligibility for the Contracting Professional Excellence Award

  • Have made a noteworthy contribution to contracting operations or policy within 24 months of the due date for nominations
  • Have not less than 5 and not more than 10 years of civil or military service as contracting officer, contract specialist, procurement analyst or purchasing agent (1102 series) or related military specialty
  • Possess a Bachelor’s or Higher-level academic degree
  • Demonstrate personal and professional growth

Noteworthy contributions to contracting operation include extraordinary business leadership or team participation in the design, development or execution of an acquisition program or project that furthers an agency’s mission. Such contributions also include performance of any single task that merits special recognition because of its contribution to meeting a contract cost, schedule and performance goals.

Noteworthy contributions to contracting policy include the development of a management policy, regulation, data system or other task that significantly enhances the economy, efficiency and effectiveness of an agency’s acquisition system or the federal acquisition system.
