Congratulations to this Year's Award Recipients

Mallory Moss is a Lead Contract Specialist for the Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization located at Scott Air Force Base, Illinois. In 2017, Mallory began her career as a DISA Pathway’s Intern, gaining exposure to a variety of contract closeout procedures and system support applications. Mallory quickly found her niche in acquisition by taking on complex information technology (IT) requirements and high visibility procurements, leading her into a Contracting Officer role.

Mallory currently oversees the acquisition of services necessary to guarantee high availability of IT networks and infrastructure within the Pentagon and National Capital Region. Mallory earned a Master of Business Administration from McKendree University in 2018 and received a Bachelor of Science in Computer Management Information Systems from Southern Illinois University Edwardsville in 2016. When Mallory is not supporting the Warfighter, she enjoys traveling, cheering on the St. Louis Cardinals, and being an aunt to her niece, Nora, and nephew, Weston. Mallory resides in Aviston, Illinois.





Samantha (Sam) Netzband, CPCM, CFCM, CCCM, CCMA is a Contracts Manager at BAE Systems.  She currently works in Electronic Systems Contract Operations.  Prior to her promotion, she served as a Principal Contracts Administrator in the Intelligence & Security Sector.  Sam is an alumna of CMLDP and is currently President of the NCMA Leatherstocking Chapter.  Sam holds a J.D. from Syracuse University College of Law, an M.A. Political Science from the Syracuse University Maxwell School, a B.A. Political Science from the Syracuse University College of Arts & Science, and a Certificate in Contracts Management from the UC Irvine Division of Continuing Education.

Outside of her work in the contract management field Sam is the President of the VVS Community Rotary Club and Vice President of the VVS Board of Education.  She is also the founder of Wanderlust Writing.  She has written four books, which she is working on publishing soon.  

Eligibility Requirements

  • Seven (7) years or less experience in contract management profession as of the submission date
  • Self-nomination is permitted
  • The nominee does not require NCMA affiliation or membership
  • Current NCMA Staff, NCMA Contractors, NCMA Consultants, NCMA Board of Directors, and NCMA National Committee Members are not eligible for an award.
  • Previous nominees may be re-nominated
  • Previous awardees may not be re-nominated for the same award

General Submission Requirements

  • Descriptions of the nominee’s achievements and professional excellence must highlight impact, outcomes, and results covering the past five (5) years. Additionally, every submission is required to meet the five (5) criterions from The NCMA Advancing Professional Award Nomination Form
  • Nominee’s professional resume
  • One letter of recommendation. If self-nominating, two letters of recommendation. Each letter shall provide: (1) an overview of the nominator’s relationship to nominee and length of association with person nominated; (2) a description of the contributions deserving the award based on the stated criteria. Contributions must highlight impact, outcomes, and results of the nominee’s efforts to the contracting community covering the past five (5) years; and (3) shall be no more than two (2) pages each.
