Denyce Carter, Board Chair, Fellow 

L. Denyce Carter is the former Vice President of Contracts and Purchasing at General Atomics, one of the world's leading resources for high technology systems. General Atomics (“GA”) and its affiliated companies operate on five continents and are world leaders in high- technology systems ranging from innovating the nuclear fuel cycle and electromagnetic systems to pioneering remotely piloted aircraft, satellites, airborne sensors and advanced electronic, wireless and laser technologies. 

GA researches, designs, and manufactures transformational technologies to support critical land, sea, air and space operations worldwide. GA continues to research, develop, and manufacture powerful first-of-kind technologies that provide military forces with the most advanced capabilities necessary to effectively respond to new mission requirements and evolving threats around the globe. 

 In her capacity as Vice President Contracts & Purchasing, Ms. Carter is responsible for the company’s commercial and government contracts and procurements and related systems. She also chairs the Cybersecurity Working Group for GA and its affiliates. Since taking over leadership of the company’s Contracts and Purchasing department she has elevated the acquisition organization through recruitment, training, process improvement, terms and conditions, and policy and procedures development. Ms. Carter is widely recognized and respected throughout the purchasing and contracting community for her knowledge and understanding of U.S. Government procurement laws and regulations. She supports the development of the next generation of acquisition professionals. She is a long-time member of the National Contract Management Association, currently serves as Vice-Chair of the Aerospace Industries Association’s Contract Management Committee, chaired the NCMA’s 2016 Subcontract Management Forum in Tysons Corner, VA and has served as a panelist on two Government Contract Pricing Summits. 

Heather Gerczak, Board Chair-Elect, Fellow, CFCM 

A strategic GovCon contracts and M&A integration veteran, Heather G. Gerczak brings nearly two decades of experience to the Integral Federal executive team. In her role as Chief Administrator Officer, she is responsible for driving and executing Integral’s growth, transformation and strategic M&A initiatives.

Heather joined Integral at the end of 2022 after previously serving as vice president of corporate contracts at Amentum. Her experience also includes roles at General Dynamics Information Technology where she served as the VP, Contracts for the Defense Division, L-3 Communications (now CACI) and Harris Corporation (now Peraton).

Heather has earned a reputation as a trusted GovCon leader with deep expertise in strategic contract, procurement, pricing, risk management lifecycle and problem-solving services for the defense, intelligence and national security sectors. She was recognized as a Top 12 Contracting Execs to Watch by WashingtonExec in 2020.

A member of the National Contract Management Association (NCMA) since 2005, she joined the Board of Directors in 2017 where she currently serves. Heather has been recognized as one of NCMA’s Advancing Professionals (2014) and is a graduate (2010) of the NCMA Contract Management Leadership Development Program (CMLDP).Heather earned the NCMA Fellow distinction in 2015.

After receiving a Bachelor of Arts degree in communications from Virginia Tech in 2002, Heather continued her education and earned a graduate certificate from the University of Virginia in procurement and contracts management in 2010 and a Master of Science in Management and leadership degree from Marymount University in 2015.

Wendy Masiello, Board Past Chair, Fellow, CPCM

Wendy Masiello is currently an independent consultant, having retired from the U.S. Air Force as a three-star general in July 2017. During her 36-year career with the Air Force, she served as director of the Defense Contract Management Agency; deputy assistant secretary (contracting), Office of the Assistant Secretary of the Air Force for Acquisition; and program executive officer for the Air Force’s $30 billion service acquisition portfolio. Her medals and commendations include the Defense Superior Service Medal, Distinguished Service Medal, and the Bronze Star. She is currently a member of the board of directors for KBR Inc. and Board of Advisors for NCMA and the Public Spend Forum.

Kraig Conrad, CAE, CTP, Chief Executive Officer 

Kraig Conrad joined NCMA as Chief Executive Officer in November 2018 to help the Board advance growth in service of members and the mission. He has more than 20 years of association leadership experience. Prior to NCMA, he served as CEO of Professional Risk Managers’ International Association, where he guided the PRMIA Board of Directors and its global network of more than 50,000 risk professionals. Prior to PRMIA, Kraig held many roles at the National Investor Relations Institute including Acting Co-Chief Executive Officer, Vice President for Programs and Development, and Vice President for Professional Development. He also has served as Research Lead for Strategy Practice at Corporate Executive Board, Director of Corporate Finance and Risk Management and Director of Strategic Alliances at the Association for Financial Professionals, Senior Consultant for Braun Consulting, and Financial Analyst for Credit Suisse. 

Kraig earned a Bachelor of Arts in Economics from the University of Southern California and a Master of Business Administration from the University of Illinois at Chicago. He is a Certified Association Executive and member of the American Society of Association Executives, and a Certified Treasury Professional and member of the Association for Financial Professionals. 

Timothy Applegate, CPCM 

Timothy M. Applegate, is the Director, Acquisition Management and Integration Center, Headquarters Air Combat Command (ACC), Joint Base Langley-Eustis, VA. He is ACC’s senior business and technical manager of all services acquisitions for major operations and maintenance programs, command Advisory and Assistance Services, and command strategic sourcing. Mr. Applegate retired as a Colonel in the United States Air Force in June 2013 and has over 35 years of acquisition and contracting expertise. He is a member of the Defense Acquisition Corps and is Defense Acquisition Workforce Improvement Act Level III certified in Contracting. He is currently a member of National Contract Management Association's (NCMA) Board of Directors and a previous member of the Board of Advisors and has served as President of the Dover Delaware Chapter. He earned the prestigious Certified Professional Contract Manager certification in 1995.

Wes Bennett 


Mr. Bennett provides executive-level advice on procurement business strategy for DoD and intelligence community specific opportunities on Azure Cloud products and solutions. He develops and coordinates federal and international contracting proposal compliance processes between engineering, contracts, and legal to ensure readiness across all of Microsoft’s air-gapped clouds. In addition, he ensures Microsoft captures and complies with all international, federal, and state regulations, policies, and statutes. Finally, he assists in negotiating reasonable commercial terms on government opportunities for unique compliance requirements for contracts, cooperative research and development agreements, and other transactions.    

Prior to his current position, Mr. Bennett was a member of the Senior Executive Service serving as the Director of the Contracts Management Office (CMO), for the Defense Advanced Research Projects Agency (DARPA). As the Senior Procurement Executive and Head of Contracting Activity, he was responsible for providing advice on DARPA’s total acquisition portfolio of more than $3.5 billion, making pivotal investments in breakthrough technologies for national security. As the principal business and acquisition advisor to the Director of DARPA, he represented DARPA in all acquisition issues with the Department of Defense.  

Mr. Bennett is a former officer in the United States Air Force and deployed in support of Operation Iraqi Freedom. He has previously served as a warranted contracting officer for several organizations involving a variety of acquisitions including major weapons systems, services, and research and development. 
 
Mr. Bennett is a member of the Defense Acquisition Corps and is Defense Acquisition Workforce Improvement Act Level III certified in Contracting. His formal education includes a Master of Science degree in Acquisition and Contracts Management, Bellevue University and a Bachelor of Science in Legal Studies, United States Air Force Academy. He enjoys volunteering as a youth wrestling and lacrosse coach and through the National Contracts Management Association as an active member of the Board of Advisors.

David Cade

David Cade is vice president of Global Supply Chain and Integration Core Contracting for Boeing’s Defense Space & Security (BDS) business unit. He is responsible for relationship and contract management for BDS’ 12 largest suppliers as well as long-term strategic contracting, technical services contracting and commercial off the shelf software.

Cade previously served as vice president of U.S. Government Services Business Transformation for Boeing Global Services (BGS). He was responsible for enabling the USGS division to meet business commitments while simultaneously creating a framework for engagement and future contracts with government customers. Before that appointment, Cade served as vice president of Corporate Contracts. As the company’s representative to government and industry regarding acquisition and industrial policy issues, Cade guided all related strategies, policies, procedures, and compliance activities. Prior to that, he was the functional leader for almost 600 professionals in BGS’ Contracts, Estimating & Cash Management function. He has also served as the vice president of Contracts, Pricing, Estimating, and Supply Chain Finance for BDS. Prior to that, Cade was a member of the Boeing Law Department. Before joining the Law Department in September 2008, Cade spent 10 years as inhouse counsel for General Motors Corporation in Detroit, Michigan.

After receiving a Bachelor of Arts in Economics and Political Science in 1993 from the University of Pennsylvania, in 1996 Cade became the 4th generation of his family to receive a Juris Doctorate degree from the University of Michigan Law School. While at Michigan, Cade was also a member of the Law Review and vice president of the Black Law Students Association. Today, Cade is a member of the State Bars of Illinois, Michigan, and Missouri.

Dedicated to serving a broad spectrum of organizations, Cade serves as the Boeing Executive Focal for Howard University, where he has responsibility for development and implementation of a multi-year strategy aligned with enterprise objectives for senior leader engagement, student recruitment, hiring, retention, and allocation of annual charitable and business contributions. Additionally, Cade serves on the Advisory Board for Howard’s Center for Excellence in Supply Chain Management in its School of Business. Cade is a member of Alpha Phi Alpha Fraternity, Inc. and a life member of the National Bar

Iris Cooper, Fellow, CPCM 

Iris serves as the Assistant Secretary for Procurement

After a 30-year Federal Acquisition Career spanning the Department of the Air Force, Departments of Transportation, Veterans Affairs and Treasury, Iris assumed the role of Assistant Secretary for Procurement at the North Carolina Department of Health and Human Services (NCDHHS) and currently still serves as a Senior Advisor to the Department leading the procurement efforts to support Medicaid Transformation. Iris is passionate about acquisition transformation, leveraging the strengths of the entire cross-functional acquisition team and developing a competent acquisition workforce.

Megan Dake, CPCM, US Army Appointed Liaison to the Board 

Megan Dake is the Deputy Assistant Secretary of the Army for Procurement (DASA(P)), Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology). She oversees all aspects of procurement: life cycle management and sustainment of Army weapon systems, equipment, research and development, test and evaluation, logistics, fielding, and disposition of equipment. As the Functional Career Representative for Contracting, she oversees the recruitment, training, certification and professional development of the 8,000+ Army military and civilian contracting workforce, worldwide. Prior to serving as the DASA(P), Ms. Dake served as the Senior Services Manager and Civilian Deputy to the DASA(P). In this role, she provided leadership in the acquisition of Army services and was responsible for a portfolio of more than $200 billion in existing and planned contracts across the Army.

Ted Harrison 

Ted is the Vice President and General Manager of the Defense Division at Belcan Government Solutions., a Professional Services and Information Technology company focused on delivering solutions to solve mission critical challenges for federal government clients. In this role Ted is focused on bringing Belcan’s industry leading technology to war fighters and growing Belcan’s defense portfolio. Ted served over 35 years in the US Army and retired at the rank of Major General. Key assignments included Director of Contracting for the US Army Corps of Engineers and Commanding General of the US Army Contracting Command.

Cameron G. Holt 

Major General Cameron G. Holt (Ret) is currently the President of Exiger Government Solutions. Formerly, General Holt was the Deputy Assistant Secretary for Contracting, Office of the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics, Washington, D.C. He was responsible for all aspects of contracting relating to the acquisition of weapon systems, logistics, and operational support for the Air Force and provides contingency contracting support to the geographic combatant commanders. He led a highly skilled staff of mission-focused business leaders supporting warfighters through $825 billion of Space, Global Power/Reach, and Information Dominance programs. He also oversaw the training, organizing, and equipping of a workforce of some 8,000 Contracting professionals that execute programs worth more than $65 billion annually.  

Prior to that assignment, General Holt served as the Commander, Air Force Installation Contracting Agency (AFICA), Office of the Assistant Secretary of the Air Force for Acquisition, Wright-Patterson Air Force Base, Ohio.  He led an over 700 personnel agency with a total contract portfolio of $55 billion. In this capacity, he directed enterprise-wide installation strategic sourcing efforts for the Air Force and oversaw $9.1 billion in annual obligations for mission and installation requirements. 

General Holt received his commission through the ROTC at the University of Georgia in 1990. He has experience in the full spectrum of acquisition and contract management across four major commands, Headquarters U.S. Air Force, U.S. Air Forces Central Command and the Joint Staff. General Holt is a joint qualified officer with multiple deployments in support of Operation Enduring Freedom.

Karla Smith Jackson 


Karla Smith Jackson is the Senior Procurement Executive, Deputy Chief Acquisition Officer & Assistant Administrator for the Office of Procurement at the National Aeronautics and Space Administration (NASA). In this role, she provides senior executive leadership and oversight of NASA's procurement functions, policy, and initiatives to an acquisition workforce of over 4,000 personnel. Ms. Jackson serves on the Federal Acquisition Institute Board of Directors and on the Federal Acquisition Regulation Council. She is one of only three signatory authorities that can execute procurement policies and procedures on behalf of the United States Federal Government. In addition, she represents NASA’s enterprise procurement organization across the Federal Government, industry and international organizations.    

A seasoned acquisition professional with over 30 years of extensive experience, Ms. Jackson previously served as the Acting Director for Acquisition at the Missile Defense Agency (MDA). As the senior advisor and authority on all aspects of acquisition, contract planning, and management she provided guidance and oversight to programs that successfully integrated a single missile defense system into a layered missile defense capability. From 2016 to 2020, she served as the Director of Contracts at MDA, responsible for all agency contracting actions. Ms. Jackson began her Federal service career in 1991, as an Acquisition Management (AM) intern at the Defense Threat Reduction Agency, formerly the Defense Nuclear Agency. After graduation, Ms. Jackson joined the Ballistic Missile Defense Organization (BMDO), which later became the Missile Defense Agency, as a senior contract specialist. During her tenure at BMDO, Ms. Jackson held several positions, including, Director of Technology, Test, and Targets Contracting and Director of Contract Policy, Pricing, and Review. Ms. Jackson moved on to serve as the Director for Acquisition Policy and Legislation in the Office of the Chief Procurement Officer at the Department of Homeland Security (DHS). In this role, she managed the development and promulgation of Government-wide acquisition regulation and policy and represented DHS on all acquisition legislation decisions. Previous assignments include Chief/Deputy Chief of Contract Operations for the U.S. Coast Guard, Chief of Staff/Executive Officer to the Director of Acquisition at MDA, Chief of Acquisition Operations at the Headquarters of the Defense Logistics Agency, and Deputy Executive Director for Contracts at the Headquarters of the Defense Contract Management Agency.  

Ms. Jackson holds a Bachelor of Science degree from Hampton University and a Master of Science degree in contract and acquisition management from the Florida Institute of Technology. She also holds a Master of Science degree in national resource strategy with a concentration in acquisition from the Industrial College of the Armed Forces (Defense Acquisition University). Ms. Jackson became a Certified Professional Contracts Manager in 1997 and is Level III–certified in the Contracting (Acquisition) Career Field. She is a graduate of the Department of Defense Executive Leadership Development Program and the Defense Leadership and Management Program. 
 
Ms. Jackson has received numerous awards and is a recipient of the Secretary of Defense Medal for Meritorious Civilian Service, the OSD Medal for Humanitarian Civilian Service, and the Missile Defense Agency Pinnacle Award. Ms. Jackson is married and has two daughters.

Eugene Scott II, JD, Fellow, CPCM

Eugene Scott has more than 30 years of contracting experience leading commercial and government organizations through the complexities of contracting and investment decision-making. Over the last ten years Eugene has led government acquisition policy and oversight organizations. Eugene has been an active member of the acquisition and contracting community having served as a member of the Board of Contract Appeals Bar Association’s (BCABA) Case Digest editorial board, the NCMA Governance and Ethics National Committee and instructing various contracting courses for NCMA. Eugene has also served as an NCMA local Chapter President, is an NCMA fellow, Certified Professional Contracts Manager (CPCM) and member of the Maryland Bar.

Heidi Timmerman, Fellow, CPCM 

Heidi Timmerman is an independent consultant supporting commercial and government contractor clients; as well as a lecturer for the University of Tennessee’s Aerospace & Defense Programs within the Haslam College of Business. She has over 20 years’ experience in procurement, contracts, operations, and supply chain management. For close to a decade, Heidi served as the director of Procurement & Contracts Administration (PCA) at Oak Ridge Associated Universities (ORAU); where she was responsible for customer contracting, strategic partnership projects, real estate, purchase-card administration, all procurement services, contracting systems, and ORAU’s small business program. In the private sector, she served as vice president of supply chain operations of IdleAire; where she was responsible for product and service support of 131 nationwide locations for this technology service start-up. Heidi also served as director of procurement, store services, and contracts management, for Goody’s Family Clothing. Prior to that, she was a commodity champion and senior buyer/planner for the manufacturer Chatsworth Products, Inc. In addition to her government contracting and commercial experience, Heid served in the U.S. Marine Corps as a military police officer (Captain). She is a past president and active leader in the East Tennessee Chapter of NCMA. Heidi has her MBA, C.P.M., and Masters Certificate in Government Contracting from George Washington University in addition to CPCM and Fellow with NCMA.

Shanna Webbers

Shanna Webbers is the Chief Procurement Officer (CPO) for the Federal Deposit Insurance Corporation (FDIC). She is an influencer and a strong proponent of innovation, seeking new and better ways to meet the changing requirements in federal acquisition. She provides executive leadership and direction on all matters relating to the planning, direction, coordination, and control of procurement programs at FDIC. Prior to joining FDIC, Shanna served in this same position at the Internal Revenue Service (IRS) Shanna’s role as a leader on the cutting edge of acquisition innovation has nationwide visibility and recognition. Under her leadership, procurement organizations have received numerous awards for advancements and achievements in the acquisition arena. That’s primarily because she believes in looking at what’s possible instead of what’s typical. She supports the risk takers and pioneering thinkers. She has authored and published several articles and is a frequent speaker at industry engagements and professional associations. Shanna also served as the Internal Revenue Service CPO, acting Senior Procurement Executive for the Department of the Treasury and spent 25 years working in various organizations throughout the Department of Defense. Shanna is a 2014 graduate of the Senior Executive Service Candidate Development Program. She holds a Bachelor of Science degree from East Carolina University, a Master of Science degree from Central Michigan University and a Master of Science degree in National Resource Strategy from the National Defense University. Shanna is a member of both the Defense and Federal Acquisition Corps and is certified in Contracting, Program Management and Life Cycle Logistics.

Joy M. White 

Joy M. White is the Executive Director, Space and Missile Systems Center, Los Angeles Air Force Base, California. In this role, she oversees a $9B annual portfolio of major acquisition space programs that deliver agile, integrated and resilient capabilities to meet national defense imperatives. SMC is responsible for space capabilities from the spark of an idea to the launch of the satellite and sustainment of the systems. SMC’s portfolio includes the Global Position System (GPS), strategic and tactical satellite communications, missile warning, space domain awareness, weather, and launch services for the nation. SMC also executes a robust development program that delivers prototypes and commercial technologies for use in the overarching space architecture.  

As the Executive Director, Joy orchestrates SMC’s business operations including talent management, business innovation, financial management, and strategic communications. She also serves as the Head of the Contracting Activity for the United States Space Force, which gives her overall responsibility and authority over acquisition and Space Force contracts execution. She currently leads a workforce of 6,000 military, civilian and contractor personnel that is expected to grow significantly as SMC is established as a Field Command within the USSF this summer.    

Prior to her current position, Joy was the SMC Director of Contracts where she led her workforce in the implementation of Better Buying Power initiatives, better utilizing government funds and enabling increased mission capabilities. Before SMC, she gained joint experience as the Deputy Director of Contracting for the Missile Defense Agency.  

Joy entered the federal service as a Copper Cap contracting intern at SMC. Her first Contracting Officer position was in the GPS program, where she led the contracting effort to develop the first single-handed GPS device for the warfighter. To broaden her career, Joy took a job in the Office of the Assistant Secretary of the Air Force for Acquisition, serving an eight-year tenure where she performed legal and regulatory analysis, spearheaded two joint service committees, and advised senior leaders on a wide range of acquisition strategies for programs like Global Hawk, Predator, F-15, Evolved Expendable Launch Vehicle, and GPS. 
 
When she’s not leading space efforts, Joy enjoys spending time with her husband and three grown sons in the perpetually-sunny California weather or traveling to other just as warm, but not as perfect places.

Steve Woo, Fellow, CPCM, CFCM 

Steve Woo currently overseas a buying group at the Jet Propulsion Laboratory (JPL) located in Pasadena, CA. The group manages $1.2B in subcontracts supporting the Deep Space Network (DSN) facilities in Barstow, CA; Madrid, Spain; and Canberra, Australia. In addition, the group also supports JPL’s Information and Technology Solutions Directorate (ITSD) by issuing and managing subcontracts ranging from computer/cell phone replenishment, help desk support, application migration, and system administration.  

Prior to his current position, he managed the Non-Flight Research & Develop group whose team established contracts with Lawrence Berkeley National Laboratory, Sandia National Laboratories, and other Federally Funded Research and Development Centers (FFRDC).    

A member of the National Contract Management Association (NCMA) since 2011, Steve is a past president and an active leader in the San Gabriel Valley (SGV) Chapter of NCMA. Steve earned a Bachelor of Science in Business Administration from the University of Southern California in addition to CPCM, CFCM and Fellow with NCMA.
