This session draws on research conducted by Commerce & Contract Management Institute in collaboration with the IBM Center for The Business of Government, examining how public sector organizations can transition from activity-based contracting toward models that emphasize measurable outcomes and mission impact.
Implementing OBC within established regulatory environments, including FAR-based structures, requires more than revising contract language. The research identifies five critical foundations for success: Requirements, Data, Trust, Governance, and Oversight. Together, these demonstrate that OBC is not simply contract reform, but an institutional transformation requiring alignment across acquisition, program management, finance, and oversight functions.
