Outstanding Fellow Award

The Outstanding Fellow Award is the highest prestigious individual award for service to NCMA and the contracting community. This award recognizes NCMA members who have made significant contributions to the advancement of both the profession and NCMA community. The Outstanding Fellow has also demonstrated passion for the contract community and NCMA, and their contributions have had an impact well beyond their own organization, based on a set criteria for determination.

The submission period is now closed. The application for the 2025 awards will open Spring of 2025.

Warren J. Blankenship
Deputy IT Government-wide Category
General Services Administration (GSA)

Mr. Warren J. Blankenship is the Deputy IT Government-wide Category in the Office of Information Technology Category (ITC) within GSA’s Federal Acquisition Service (FAS). He oversees 13 government-wide IT contract vehicles generating nearly $77B annually, designated as Best-In-Class by the Office of Management and Budget. His responsibilities include advancing category management, adhering to Spend Under Management principles, and aligning with federal priorities.

Previously, Mr. Blankenship was Director of IT Schedule 70 Governance Division, focusing on policy, guidance, and training for the acquisition workforce. He also served as Deputy Director of IT Schedule 70 Business Programs, managing strategic initiatives and customer support. Earlier, he was Deputy Director of IT Schedule 70 Operations, overseeing 5,000 contracts with $15B in annual sales and contributing to procurement policy development.

Mr. Blankenship has held leadership roles at the Department of Energy, Department of State, NASA, and NIH. An active member of the DC Chapter of the National Contract Management Association (NCMA), he has served in various leadership positions, including Chapter President. He received the GovExec FED 100 Award in 2023 and the NCMA Fellow Award in 2018. Mr. Blankenship holds a Bachelor’s degree in Mass Media and Communications from the University of the District of Columbia and a Master’s degree in Business Communications from American University.

Carly Cox served as the President of JJR Solutions, LLC, overseeing the company's strategy, business objectives, and operational outcomes. With a background in business analytics and contract management, Carly has held various leadership positions, including Chief Operating Officer and Vice President Operations. Carly's education includes a Master of Science in Acquisition and Contract Management from Bellevue University.
