Understanding the FAR Overhaul Across the Acquisition Lifecycle

 The FAR Overhaul Series provides a comprehensive, practitioner-focused examination of the Revolutionary FAR Overhaul and how it reshapes federal acquisition across the full contract lifecycle. The Series explains why the overhaul was introduced, how the FAR is being streamlined to remove non statutory burden, and how acquisition practitioners are expected to operate within the broader system of Strategic Acquisition Guidance. This includes the streamlined FAR, agency regulations, and non regulatory tools such as the FAR Companion and the Category Management Buying Guide.

Across seven sessions, the Series walks through how acquisition strategy, planning, and execution are evolving in practice. Topics span market research and requirements development, ordering, simplified and negotiated acquisitions, socioeconomic policy, and post award administration. Covered areas include commercial first buying, proportional use of process, expanded use of existing contract vehicles, refined negotiation concepts under Part 15, clarified small business policy under Part 19, ordering under Parts 8 and 16, and post award activities such as contract administration, performance management, modifications, disputes, and terminations.

Together, the sessions provide contract managers and acquisition professionals with a clear understanding of what has changed, what remains the same, and how decisions made throughout the acquisition lifecycle affect outcomes. By connecting policy updates to real execution choices, including post award performance and accountability, the Series supports consistent and informed application of the overhauled FAR in day to day acquisition work.

 

Presenters:

Terrell Russell is an acquisition professional with over 20 years of experience across many acquisition disciplines, including serving as a former USAF 1102, acquisition program manager, acquisition policy SME, and acquisition workforce management and training provider to over 30 federal agencies. He is the owner and CEO of ABR Consulting LLC, an SDVOSB business that provides operational and policy support for acquisition professionals across the federal government. 

  • Scott Simpson, AI Business Specialist, Koniag Government Services

Scott Simpson is a government procurement expert and innovation leader with Koniag Government Services. Prior to joining Koniag, he served as a subject matter expert on the Revolutionary FAR Overhaul and as Digital Transformation Lead at the DHS Procurement Innovation Lab, coaching teams to apply innovative acquisition strategies and overcome complex challenges. A former warranted contracting officer with ten years of experience, Scott is a graduate of American University Washington College of Law and continues to advance the field by bridging traditional procurement expertise with emerging technologies and forward-thinking practices.
